Information Culture as a Condition of Distance Educational Programs Implementation: a Comparative Analysis of Russian and American Universities’ Experience

Abstract


A comparative analysis of the information culture condition at the leading Russian and American Universities is represented to define the effective mechanisms of knowledge formation in a modern society. The main structural components of the information culture are represented. Among them the formation of modern digital educational environment is regarded as a very important condition for universities to participate in the international educational and scientific-research projects. The reasons of non-affective educational policy at several Russian Universities, as it is shown, are as a result of insufficient condition of the information infrastructure of universities; insufficient level of the information culture and media-literacy formation of students; and the absence of coordinative policy in the field of higher education to improve the condition of the information culture of students.
